Low walls — generally under four feet measured from the bottom of the footing to the top of the wall — that aren't holding up a surcharge load can often be built without engineered plans or a permit. Many decorative garden and seating walls fall here.

Walls That Usually Do

Taller walls, tiered walls that interact structurally, and any wall carrying a surcharge — a driveway, parking area, pool, or structure above it — typically require engineered plans, a permit, and inspections. Geogrid reinforcement is usually part of these designs.

It Varies by Jurisdiction
